I wrote this popular free plugin for photoshop CS4 and higher that allows selection of color from a color wheel-type dialog. It has been downloaded and used by almost 100,000 people, including some of my art heroes: Ryan Church (concept artist) and Dave Gibbons (The Watchmen).
